As a non-taxing government agency, POVA has built our business without relying on local taxes and by reinvesting in infrastructure. The first section of our shop was built in 1991 with a no-interest loan from the Washington State Department of Transportation. In 1998, we added another shop facility featuring a 15-ton overhead crane. In 2013, we added a 30-ton overhead crane and a locomotive paint shop, which was augmented by a Blast booth in 2018.
POVA currently provides freight service three days per week to several customers in Idaho: Bell Pole & Lumber in Oldtown; TriPro Cedar Products, Dynonobel, and Mountain West Bark in Albeni Falls; Stimson Lumber in Priest River; and Idaho Forest Products in Laclede.
After providing switching services to the customers on the line, POVA travels to Dover, ID where permission to travel across four miles of Union Pacific Railroad (UPRR) controlled tracks is obtained. POVA proceeds to the BNSF® yard in Sandpoint, ID, where we deliver our outbound interchange to the BNSF.
Once POVA’s outbound freight is dropped off for BNSF in the Sandpoint Yard, we pick up any cars left for us by the BNSF and deliver them to our customers on our return trip.
POVA only directly interchanges cars with BNSF, but we have the ability to obtain UPRR cars for customer loading, as necessary.
POVA provides a wide range of locomotive repair on our own engines and also for customers from all over the U.S. Operating out of our state-of-the-art facility – which encompasses three buildings for a total of roughly 20,000 square feet – our expert staff delivers complete locomotive repair, from basic services to complete rebuilds.
In 2013, our operating revenues allowed us to invest in a 30-ton overhead crane, which greatly expanded our capabilities. Today we provide services including, but not limited to:
- 92-day inspections
- Kim Hotstart and ZTR Smartstart installations
- Complete low and high voltage re-wire
- Dash 3 upgrades
Our staff thrives on – and possesses a passion for – meeting customer needs and keeping locomotives up to Federal Railroad Administration (FRA) safety standards. POVA has the ability to perform rail car repairs to help ensure the cars are fully operable and up to FRA standards. These repairs can range from loading strap issues to cargo dump door repairs and even painting of cars.

Locomotives and railcars can get quite dirty and dingy over the years and hundreds of thousands – or more – miles they travel. POVA is here to help! Since 2013, our staff has used our paint booth to help return engines and cars to their former glory – and/or bringing them a shiny fresh look. In 2018 we invested in a blasting booth so that we can deliver one-stop-shopping service that helps our customers’ engines and cars shine.
POVA offers long-term and short-term rail car storage, with a capacity of approximately 160 cars at any one time. Depending on the types of cars and the anticipated length of storage time, we can also accept an additional 150-200 cars for long-term storage.
Part of POVA’s mission is maintaining a safe and productive railroad. We collaborate with the community and partners to deliver safety education and provide and explain rules and best practices.
